Troubled Economy Increases Shoplifting Rates!-According to National Retail Security Survey


Los Angeles, June, 2009 – As retailers struggle with a pullback in consumer spending, the economy continues to present new challenges for companies’ bottom lines. Preliminary results of the latest National Retail Security Survey, released today at the National Retail Federation’s Loss Prevention Conference and EXPO, show that retail shrinkage* averaged 1.52 percent of retail sales in 2008, up from 1.44 percent in 2007. Dr. Richard Hollinger, Criminology Professor at the University of Florida, will discuss the full survey findings today at the conference.

According to the survey, total retail losses increased last year to $36.5 billion, up from $34.8 billion in 2007. The survey is a collaborative effort between NRF and the University of Florida.

“The increase in shrink levels signifies that criminals have found a way to manipulate and corrupt the retail industry,” said Dr. Richard Hollinger, lead author of the report and professor of criminology at the University of Florida. “Many retailers are being forced to decrease their current expenditures because of the state of the economy and the cut back in consumer spending, which leaves new opportunities for thieves to take advantage of companies.”

According to the survey, the majority of retail shrinkage last year was due to employee theft, at $15.9 billion, which represented almost half of losses (44%). The survey found that 14 percent of those cases involved collusion with outsiders. Shoplifting accounted for $12.7 billion (35%) of losses. Other losses included administrative error ($5.4 billion and 15% of shrinkage) and vendor fraud ($1.4 billion and 4% of shrinkage).

“While the economy plays a role in the amount of shoplifting around the country, these crimes are mostly the case of greed instead of need,” said NRF senior asset protection advisor Joe LaRocca. “People aren’t stealing to feed their families; they’re stealing iPods, handbags, and other discretionary items. Retailers are not tolerant of this activity and are prosecuting those who are blatantly breaking the law.”

As retailers fight shoplifting and employee theft, they remain focused on losses from organized retail crime rings. According to NRF’s recent organized retail crime survey, released June 10, 92 percent of retailers said they were victims of organized retail crime in the last year and nearly three-fourths (73%) say the problem is worsening. Additionally, the National Retail Security Survey found that nearly 21 percent of retailers have an organized retail crime task force dedicated to monitoring, tracking and apprehending criminal gangs.

The National Retail Security Survey is an annual survey of loss prevention executives that benchmarks retail shrinkage and operational information about how retailers are combating losses. The study, which surveyed 95 retailers in the first half of 2008 and uses data from 2007, is a partnership between the University of Florida and the National Retail Federation.

The National Retail Federation is the world's largest retail trade association, with membership that comprises all retail formats and channels of distribution including department, specialty, discount, catalog, Internet, independent stores, chain restaurants, drug stores and grocery stores as well as the industry's key trading partners of retail goods and services. NRF represents an industry with more than 1.6 million U.S. retail establishments, more than 24 million employees - about one in five American workers - and 2008 sales of $4.6 trillion. Clarendon and Manchester are poised to boost their crime fighting efforts by the end of the year with the installation of closed circuit television cameras (CCTV) at strategic points in those parishes.

"We don't want just to catch the criminals. We would love for the cameras to be a preventative. We don't want the crime to happen - that is our priority, but if it happens we want to catch the culprits," Milton Brown, mayor for May Pen told the Observer. "I notice that in London the cameras are all over the place and people desist from certain actions because they are of the view that the camera is going to catch them.
We will be concentrating in the town centre and it is a modular system so we can always add more cameras."
Brown declined to say how much the project is going to cost or how many cameras were being installed.
More than 120 persons have been killed in Clarendon since the beginning of the year.

At the same time, Brown, who also heads the Association of Local Government Authorities (ALGA), disclosed that a delegation from the Convention of Scottish Local Authority (COSLA) arrived in the island last week with the aim of partnering with ALGA in carrying out the project.

PLANS to setup more than 1,200 new CCTV cameras in Paris will be discussed next week.

PLANS to setup more than 1,200 new CCTV cameras in Paris will be discussed next week.

The project, which could cost €50million , has already received the approval of Paris Mayor Bertrand Delanoë.

The prefect for the Paris Police, Michel Gaudin, said the cameras would not cover the whole city but would focus on areas such as traffic congestion, accident blackspots, large public spaces and areas hit by delinquency.

He said their use would be governed by a code of ethics.

The most likely system to implement the cameras would be through a private company who would then rent them out to the police.

The head of the UMP opposition in Paris, Jean-François Lamour, said he fully agreed with the plan but criticised the "late" application of CCTV technology in the city.

Communist Party head Ian Brossat asked why the city council was being asked to pay up for a project that would lead to cut backs in real policing. He added that CCTV would merely move problems not solve them.

Bringing the guilty to justice


There is so much violence in our streets everyday that one might say it is difficult to set foot outside your own home.

Surveillance systems, while not always preventing crime, but are definitely a tool to bring the guilty to justice. A recent case of homeless victims in Florida were beaten to death by two men with baseball bats. These men were under the influence of drugs and alcohol and stooped to this level for fun.

One of the victims died while two others were attacked. All beatings took place in 2006 and the culprits were recently convicted of second-degree murder with two counts of attempted second degree murder each.

Yes the men were brought to justice. One of the beatings was captured on surveillance video and helped to identify these men. Crimes cannot be prevented and surveillance systems cannot promise that. They can however, deter crimes making it difficult for thieves to get away. They can also help bring the offenders to justice.
